The Starting Point
A needs assessment revealed that Public Diplomacy teams needed clearer, more accessible support for strategic planning. The subject found an opportunity to bring individual materials together in one place and make them usable for teams. A self-paced policy kit on Reach360 using Quick Links to connect planning courses, a worksheet, and a facilitation guide to help teams break down policy objectives into SMART objectives.

The trail follows the subject from the initial observation through the decision and production steps that turned the learning need into two audio guides.

The Big Picture
Every three years, teams take different routes to planning. Some plan independently, and others bring in external facilitators, but coordinating support takes time. When the process becomes too cumbersome, some teams simply return to planning on their own, without much guidance to help them do it well.
Teams don't plan and document their work with enough specificity to reflect the audiences they could actually reach and the initiatives they actually ran.
The kit launched as a new planning support resource for Posts. Future feedback and plan quality will provide evidence of whether it improved the planning process.

The Reflection
Rapid prototyping made it possible to test the worksheet early and often. Three beta testers provided feedback across multiple rounds, revealing what staff needed from the planning process and ultimately leading to an additional resource: an offsite presentation designed to help teams work through planning together.
Due to time constraints, the kit could have included one additional microlearning course to address a gap in a current materials. The worksheet captures the questions learners need to answer, while the additional microlearning could explain why the questions matter and why the planning process is important.
The subject learned to design for the work around the task, not just the task itself. Beta testing revealed that practitioners were not simply looking for a worksheet to complete individually. They wanted tools that could help their teams approach planning together.
