RESEARCHER'S NOTE: Congress, the institutions governing body issued a directive. Evaluation findings repeatedly require outside interpretation. Subject discovers LE staff lacked the local dialect: research methods. Subject develops scenario-based course as translation device.

RESEARCHER'S NOTE: The institution appears to monitor its activities by counting what was produced. Whether these activities produced anything useful remains unclear. Subject developed an eight-part video series, each under 10 minutes, to introduce a system for tracing what happened and why.

Organizations tend to give new problems old solutions.

The subject does not assume the first hypothesis is the right one. She tests competing approaches with learners under real conditions. The audience determines what works. Each project reveals a new principle.
